Gene Roddenberry wanted to sell that pendant as a merchandise of the show, so he told Leonard Nomiy to wear it and inserted that dialogue in the script, just because he wanted to create a concept for the pendant and push people to buy it. Leaonard Nimoy did not want to wear it because he felt that the ideology behind it, had nothing to do with Vulcans who are not known for their tolerance to the "illogical" rest of the Universe. Gene Roddenbery practically forced him to wear it and say the lines. So we can assume that Gene Roddenbery had nothing to do with the woke bull they promote now.
