First Zuckerberg is not religiously Jewish, and second while parents were allowed to set up arranged marriages as early as 3 years old there was never anything sexual and never any actual marriage until the people were in late teens, early twenties, and 30's. You should read the proceeding text and then the text after it. The context here is talking about sin and who is liable "that is who is held accountable for a sin". The examples given are references to bestiality and same sex sexual relations. Also, the talmud is discussing two different rabbis interpretation of some parts of the Torah. I think you're referring to the opinion of Rav "Therefore, just as one who engages in intercourse actively is not liable if he is less than nine years old, as the intercourse of such a child does not have the halakhic status of intercourse, so too, if a child who is less than nine years old engages in homosexual intercourse passively, the one who engages in intercourse with him is not liable."
What you're missing here is this is talking about two boys 9 years and below. What it's saying is the boy who was passive in this activity is not held liable for this sin, and the boy who is nine and and below and was active in this activity is also not held liable for this sin.
Now I don't know, but I think that you read the Bible. And if that's so, then you know that there are several prohibitions in the Torah that prohibit sex before sexual maturity, and you never see any couples in the Torah or going forward in any other part of the Bible that match what you're saying. So you never see the Jews living that out in any way, shape, form, or fashion.
