You've asked one of my key questions, about the ownership. Baen never recovered from the Tor ownership stake. The other is if they're recruiting good, younger talent to fledged out story lines.
With so many Baen people involved, this is starting to look like a split may have occurred. I met Larry Corriea and Toni Weisskopf among others from Baen at a writer's con in Dallas a couple of years ago and they seemed fairly united in not caring about the culture war raging across sci-fi and fantasy publishing. It occurs to me though, that this could have been a closing of the ranks as Larry was the keynote speaker and there had been loud and long calls for him to be uninvited. That obviously didn't happen but that con sadly succumbed to the schism and doesn't currently continue in its old form.
Correia has mentioned in an interview prior that Baen had first refusal for the series and they passed it because it's outside of their genre focus, so not a full change to his normal publishing arrangements.
