After Episode 1 of Season 3, the show pretty much ended.
The Blacks won, the Greens are F'd and while the Targaryen-s are going to lose all their dragons is a given, it's devolved to day-to-day operations of a dysfunctional government.
I agree. Maybe, I haven’t read the book so correct me if I’m mistaken, it’s because this is the lull before the storm in the actual book. Many novels have a mid story lull to develop background and world building, setting the stage for future events and this could be the season stuck with this material. A good writing and directing team could still make it interesting but so far this season has been a slog.
